Middle-ground morals for Middle Sea migrants

The frequently rehearsed moral arguments for opening and for closing European borders to migrants raise large questions of empirical detail which this talk will attempt to address. Such considerations should dissipate the worst fears currently raised and help in sketching a more far-sighted, morally acceptable, and economically beneficial European policy.
